My grandma had a set up like this when I was a little girl--50's. She wore baggy panties under this and would pull the crotch aside when she used the bathroom. My definition of baggy panties is that the waist fits but the leg opening and crotch were away from the body, very loose. I always wondered how a crotch like that would catch the occasional drip. The thoughts of a child.
